There are only Japanese in the world who have used all the whole body of the whale like this. Whaling has been a japanese culture since ancient time. However, it may be difficult to ask all people to understand it. If so, please keep a gentle watch over the Japanese people in this matter. It's small but some of the Bakamatsu/Meiji period paintings are huge and stunning. It was well worth the 500 yen entry price to just see those. There is also some go information about whaling in Japan and the evolution of whales. There is also a lot of English available on the exhibitions.
This is a small museum and one might think to pass by without stopping. However, of you have time it's quite enjoyable. They have a free VR experience where you can swim with whales. Bilingual displays. A lot of information. It really let me into the history of the area. Perfect activity on a rainy day!

高知新聞のラインニュースでキラメッセに併設されてる鯨館に行って来ました‼️くじらのぬいぐるみくじをひきました。ここに入る前に、くじらのぬいぐるみを抱えている人も見ました。こちらのぬいぐるみが出来るのを待っていました。二等です‼️嬉しい可愛いなでなでしがいがあります。今年の運を使い果たしたのではないでしょうか？！
