As of October 2018, at approx 10 USD, this was the most cost effective way to get to Narita airport. At the Tokyo station stop, there's an alcove with a vending machine to buy tickets and line up. A small fraction of travelers had pre-ordered tickets, but all travelers were able to fit on the bus. The attendants running the Tokyo station stop were very helpful, even with limited English.

First time ride a bus going to airport with this bus. The bus is comfortable! The staff was so nice. And on time!!! Japan is the best!!!
They're very rude and shout at you. I had a lot of baggage and one of the employees told me in English: "in Japan, one person, one baggage". I could only keep looking at him until he released I was furious. I pointed at him and told him: "shitsurei, wakarimashitaka? shitsurei" (impolite, do you understand? impolite) Arriving at Narita airport, then again one of them shouted: "tickets! tickets!" Worst client service in all Japan.
Not well organized and I’d really suggest getting a reserved seat if you can figure out how. We waited for about an hour watching three buses go by
