Very easy to find, since it’s right across the Dosmetic level. Staffs are really helpful and speak perfect English. You can collect your JR pass here, buy HAKURA train tickets from airport to cities, and ICOCA card for city metro/bus travel (worked for almost all cities like Osaka, Tokyo, Kyoto...). Train to city is right opposite the office (1 level down).

extremely inefficient, lousy and lazy staffs. the queue was extremely long for the tourist queue but servers at 3 ordinary counters did not help to serve. they can actually speak english but choose to sit and do nothing. only a server at one of the ordinary counters offered to help. they only started to help when the queue got ridiculously long.

Long queue, better to use ticket terminals to get out of airport & get the icoca card in another station

The guy working there today tried selling us the Haruka one way ticket even though we mentioned the icoca discount ticket. He then sold us the ticket all the way to Kyoto even though we never mentioned we were going there tonight. Very poor experience and first impression for Osaka.
