Basement food floor and 7th for restaurants offer a ton of good options. Foreign shoppers can get a cute hello kitty takashimaya shoppers card for a 5% discount at most of the shopping areas (in addition to tax free purchases)- just show a foreign passport. It's not valid at the high end designer shops or Pokemon store
