It's on the 21st floor and free. I haven't went to the other observatory towers in Osaka with admission so I can't tell if it's worth for to pay 1500-2500 yens or if the view's much better. The view from this tower is really good in my opinion. Moreover it's not crowd at all. I went there on a raining day and still saw an awesome view. It's a bit out of the way from the other attraction but I would recommend it.
