This is good idea for small kids but.... everything has a price tag so there is nothing free. Many cars are not working and the sound of the other machines is terrible. The worst thing is that people don't speak English. There are many different cars and trains to ride and enjoy. Working only with cash and tickets.
We went to the Kids Carnival zone since our kid is small and he enjoyed the cars and trains you get to ride by paying 2x 100yen coins. The other ticketed attractions...esp North Pole is a joke and ridiculously over priced if you have a 3yr or above child and you want to ride together...600yen per ride for a joke. Basically, this part of the amusement park is underinvested and run down...so manage your expectations. The park should be much more fun if you have older kids and can ride roller coasters.
Take a ride on the mammoth big wheel (Ferris Wheel)! The cage is totally enclosed, and it takes 15 minutes to go around. Nice view!
